• Railbanking by the KY Rails To Trails Council
Railbanking (as defined by the National Trails System Act, 16 USC 1247(d)) is a voluntary agreement between a railroad company and a trail agency to use an out-of-service rail corridor as a trail until some railroad might need the corridor again for rail service. Because a railbanked corridor is not considered abandoned, it can be sold, leased or donated to a trail manager without reverting to adjacent landowners.
Railbanking is done through the Surface Transportation Board in Washington DC for 6 month segments. If done by a governmental agency it is a zero expense; the cost to KRTC as a nonprofit is $350 per six month period.
Following are rail corridors that KRTC has helped to railbanked.
Tyrone Bridge and Rail (Young’s High Bridge). 2.8 miles section of the Norfolk Southern line in Anderson and Woodford Counties including Young’s High Bridge.
The 7th railbank extension was filed by Anderson County and Lawenceburg in Dec 07. KRTC filed the previous 6 and the n...

Commissioners help pay for trail
BY MIKE RUTLEDGE | MRUTLEDGE@NKY.COM, Article on the Cincinnati Inquirer website, 2/15/08
COVINGTON – Two city commissioners used their own resources to help make part of the proposed Riverfront Commons walking/bicycling trail happen along the Ohio River.
Commissioner Jerry Stricker contributed $20,000 of his own money toward the walkway segment that will link Ky. 8 in Covington’s Botany Hills neighborhood (formerly West Covington) with the platform that used to house the Covington Landing floating entertainment complex.
Stricker now lives along the riverfront and soon will move into the 22-story Ascent at Roebling’s Bridge luxury condominium tower just off the riverfront.
“I am very much in favor of riding bikes and promoting fitness,” Stricker said, explaining his contribution.
Meanwhile, Commissioner Sherry Carran slogged through a week of respiratory flu while filling out a state trails grant application seeking $100,000 for the trail. That application would have been prepared by the city’s parks and recreation director, but Denny Bowman retired from that post to run for mayor.
“I would work on it, then I would conk out,” Carran said. She received lots of help from other city employees, she said: “It was a team effort.”
The 8-to-10-foot, handicapped-accessible asphalt trail would run from near Willie’s Sports Café to the base of Madison Avenue, and would also make the sidewalk in front of Covington’s floodwall murals accessible for the handicapped……the rest of the article is at http://news.enquirer.com:80/apps/pbcs.d...
